Pope condemns Islamic State, decries suffering of children



VATICAN CITY (Reuters) - Pope Francis on Thursday condemned the "brutal persecution" of minorities by Islamic State insurgents and said the joy of Christmas was marred by the suffering of children in the Middle East and around the world.

Tens of thousands of people flocked to St. Peter's Square to hear the Argentine pope deliver his "Urbi et Orbi" (to the city and the world) blessing and message, marking the second Christmas since his election last year.

He condemned Islamic State fighters who have killed or displaced Shi'ite Muslims, Christians and others in Syria and Iraq who do not share the group's ideologies.

"I ask him, the savior of the world, to look upon our brothers and sisters in Iraq and Syria, who for too long now have suffered the effects of ongoing conflict, and who, together with those belonging to other ethnic and religious groups, are suffering a brutal persecution," he said.

Later he departed from his text and spoke emotionally of "children displaced due to war and persecution, abused and taken advantage of before our very eyes and our complicit silence."

"I think also of those infants massacred in bomb attacks, also those where the Son of God was born," he said, without elaborating. Again without elaborating, he spoke of "contemporary Herods," with blood on their hands, referring to the Biblical king who ordered children to be killed because he saw Jesus as a threat to his power.

He also spoke of "infants killed in the womb" condemning abortion as a product of "a culture that does not love life."

Speaking of the plight of refugees he asked that "indifference be changed into closeness and rejection into hospitality, so that all who now are suffering may

receive the necessary humanitarian help to overcome the rigors of winter, return to their countries and live with dignity."

He appealed for an end to conflicts in African countries, urged dialogue between Israelis and Palestinians, condemned the attack by Taliban militants that killed more than 130 students in Pakistan last week, and thanked those helping the victims of the Ebola epidemic.

On Christmas eve, Francis made a surprise telephone call to comfort Christian refugees in a camp in Ankawa, Iraq. "You are like Jesus on Christmas night. There was no room for him either ..." he told them.

5 issues Obama sought to tackle on his own in 2014




HONOLULU (AP) — President Barack Obama had high hopes for 2014.


Years of waiting for Congress to come around to his point of view had Obama's patience wearing thin. So as he rang in the new year, the president declared that this would be a "year of action." Almost daring lawmakers to stop him, he put the nation on notice that he planned to use whatever executive powers he could muster to move his agenda forward.

"America does not stand still, and neither will I," Obama said in his State of the Union address in January.

On immigration, climate change and U.S.-Cuba relations, at least, Obama stayed true to his word, reshaping decades of American policy he argued had outlived its time. In a flurry of executive decrees taken over the heads of lawmakers, Obama added notches to his legacy and fulfilled a few campaign promises along the way.

Other initiatives fell flat, never took off or had only modest impact. With the economy, the president found his ability to act unilaterally largely limited to tinkering along the margins.

CLIMATE CHANGE

Stymied by Congress on climate change for much of his presidency, Obama this year went on the offensive. He set unprecedented greenhouse gas limits on power plants that the energy industry warned would shutter coal plants across the country. He ordered increased fuel standards for trucks and protected major swaths of U.S. waters. In Beijing, Obama sealed a historic climate agreement with China after secret negotiations.

While in Australia for a Group of 20 economic summit, Obama pledged $3 billion to a U.N.-established global fund to help poorer countries prepare for a changing climate. It's unclear where Obama will find the money he needs to make good on his pledge.

IMMIGRATION

When it became clear Congress wouldn't budge on immigration, the president took matters into his own hands. Obama created a program to shield from deportation as many as 4 million people in the U.S. illegally and enabled them to apply for work permits. He reordered law enforcement priorities, expanded an existing deportation deferral program for immigrants brought to the country as kids, and loosened eligibility requirements for green cards.

The action elicited GOP lawsuits and even impeachment threats. Republicans are weighing a range of options in the coming year to block Obama's actions, such as withholding funding for the Homeland Security Department.

Although the economy improved measurably in 2014, it was unclear what role Obama's actions played. He launched four regional manufacturing hubs as well as a new retirement savings program called myRA for low-income individuals. He also cracked down on certain overseas corporate mergers and acquisitions that allow companies to shirk U.S. taxes.

Obama is still looking for ways to fulfill a $3 billion pledge to a global climate fund. Hiking the salaries of federal contractors failed to spur Congress to raise the national minimum wage, although 14 states did so this year. Although he secured promises from community groups, universities and the private sector to boost key sectors, there was no guarantee they'd follow through.

EDUCATION

Obama launched a new payment plan for some federal student loans, allowing borrowers to cap monthly payments at one-tenth of their income. He also secured commitments from 60 U.S. school districts to offer basic computer science to all middle or high school students.

He obtained private-sector commitments of $2 billion to help meet his goal of providing 99 percent of students access to high-speed Internet in the classroom. The Federal Communications Commission finally voted in December to provide another $2 billion for that effort.

In tandem with China, Obama extended the validity of visas for Chinese visitors to 10 years for tourists and business travelers, and five years for students. He levied economic sanctions on businesses and individuals in Russia, and prodded Europe to act in concert as he sought to punish Russia for its actions in Ukraine.

And in one of his most stunning moves of the year, Obama restored diplomatic relations with Cuba after a half-century of estrangement. He also eased some sanctions and travel restrictions on the communist nation. yahoo news

A principal has been reassigned after a misspelled sign was displayed for more than a week outside a New Jersey public high school.

The message on the sign above the entryway to Paterson’s Public School Number 20 included three mistakes: December was spelled "Dicember," report as "reepor" and a "1" was placed backwards.

The errors drew the ire of school Paterson Board of Education member Corey Teague, who saw a photo of the misspelled sign on Facebook.

“At first I didn’t believe it," Teague told CBS New York. "I thought it was Photoshopped or something."

When Teague found out it was real, he shared the photo on Facebook.

"How can we expect our children to learn how to spell when the administration can't?" Teague wrote. "We must be held to a higher standard.”

“We can’t assume because it’s an urban district — inner-city — that things like this can be swept over," he told the CBS affiliate. "If it were a suburban neighborhood, parents would be outraged."

School officials told NJ.com that the lettering "was placed by a custodian and the sign was near an entrance not normally used by staff." It was later corrected.

After the gaffe was picked up by several local news outlets, Antoinette Young, the school's principal, was reassigned as a vice principal at a different school.

The school district did not disclose the reason for her demotion, but according to NorthJersey.com, Young was already under review for unrelated performance issues.

Not everyone agreed with the reassignment.

“They don’t talk about all the good things she’s done with the kids," Linda Martinez told CBS New York. "We’re sad to see her go."

Young did not return an email seeking comment. She is still listed as principal on the school's website.

Her name is listed under the school's motto: "Proper Planning Promotes Success; Failure Is Not An Option!" yahoo

Eight children have been found dead at a house



Eight children have been found dead at a house in Cairns in northern Queensland, say Australian police.

Police said a 34-year-old woman who was the mother of at least seven of the children had been taken to hospital with stab wounds but was stable.

Police have not confirmed Australian reports that the children, aged between 18 months and 15 years, were stabbed.

Australian Prime Minister Tony Abbott said in a statement it was an "unspeakable crime".

He said all parents would feel "gut-wrenching sadness at what has happened".

A candlelit vigil and church service were held in Cairns on Friday night.

Cairns Detective Inspector Bruno Asnicar confirmed to reporters that the woman was the mother of at least seven of the children, but that formal identification of the bodies had not yet taken place.

He said police could not confirm how the children died until coroners' reports were carried out.

Police are speaking to a range of people, he said, including a man seen near the house earlier in the day, but there are as yet no formal suspects.

Specialist police officers were being brought in from Brisbane, he said, including child trauma experts.

AAP reporter Cleo Fraser at the scene told the BBC residents were standing in the street in shock.

Queensland Police said in a statement earlier that they were called to a residence in Murray Street at 11:20 local time (01:20 GMT) following reports of a woman with serious injuries.

"During an examination of the residence police located the bodies of the children, all aged between 18 months and 15 years," said the statement.

Associated Press quoted Lisa Thaiday, a cousin of the injured woman, as saying that the children were found by their elder sibling, a 20-year-old man, when he returned to the house.

"I'm going to see him now, he needs comforting," Ms Thaiday said. "We're a big family... I just can't believe it. We just found out [about] those poor babies." 'Trying days'

Queensland Premier Campbell Newman said he was "deeply saddened and shocked" by the events.


"Indeed, the whole Cairns community and the people of Queensland will feel the effects of this tragedy, particularly at a time of year when families come together."

The deaths come with Australia still reeling from the siege of a cafe in Sydney which ended on Tuesday morning, with the gunman and two hostages dead.

Mr Abbott said in his statement that these were "trying days for our country".

Several police and governmental investigations are under way into the police operation and how the gunman, Man Haron Monis, was able to carry out the attack.

Monis was on bail at the time of the attack after being charged with sexual assaults and being an accessory to the murder of his wife. BBC

Fifa World Cup report: Michael Garcia findings to be released

Fifa executives have unanimously agreed to publish a "legally appropriate version" of a report into allegations of World Cup bidding corruption.

However, world football's governing body insisted Russia and Qatar will stay as hosts of the 2018 and 2022 tournaments respectively.

Fifa president Sepp Blatter said he asked the executive committee to vote in favour of publishing the report.

"We have always been determined the truth should be known," he said.

"That is, after all, why we set up an independent ethics committee with an investigatory chamber that has all necessary means to undertake investigations on its own initiative."

Uefa president Michel Platini called for publication of the Garcia report as soon as possible.

"I have always battled for transparency and this is a step in the right direction. Let us hope that the report can now be published as quickly as possible. The credibility of Fifa depends on it."

Only a disputed summary of Michael Garcia's 430-page report into the bidding process for the 2018 and 2022 World Cups has been published.

Releasing the full report, which is likely to be heavily redacted to preserve witness confidentiality, is a change in Fifa policy.

However, it will only be published once ongoing investigations into five individuals are completed.

Those five are:
Spaniard Angel Maria Villar, a Fifa vice-president;
Belgian Michel D'Hooghe;
Thailand's Worawi Makudi;
Former executive committee member Franz Beckenbauer;
And former Chile football leader Harold Mayne-Nicholls.

"We need to ensure that we respect the rules of our organisation and that we do not breach confidentiality in a way that will prevent people from speaking out in the future," added Blatter.

The 78-year-old Swiss insisted later that there was no reason for Russia and Qatar to lose their rights to stage future World Cups.

"At the current time, there is no reason to go back on our decisions," he told a news conference following a two-day meeting of Fifa's executive committee in Morocco.

"The two World Cups are in the calendar, the only thing missing is the precise dates for 2022, but these two World Cups will take place."

Addressing Qatar specifically, he added that only an "earthquake" could change Fifa's decision to hold the 2022 tournament in the Gulf state.

"It would really need an earthquake, extremely important new elements, to go back on this World Cup in Qatar," he said.

Garcia was appointed Fifa's independent ethics investigator in 2012 and spent two years investigating all nine bids for the 2018 and 2022 World Cups following claims of corruption and collusion.

The American lawyer travelled the world speaking to bid officials and appealing for evidence of wrongdoing.

He eventually submitted a report to Fifa in September 2014.

Fifa subsequently released a 42-page summary that cleared Russia and Qatar of corruption.

However, an unhappy Garcia claimed it was "incomplete and erroneous".

Earlier this week, he resigned, citing "lack of leadership" at Fifa.

Waziri wa Nchi Ofisi ya Waziri Mkuu, Tawala za Mikoa na serikali za Mitaa (Tamisemi) Hawa Ghasia amewasimamisha kazi wakurugenzi wa halmashauri mbalimbali kutokana na kuchelewa kuandaa na kupeleka vifaa vya kupigia kura pamoja na uzembe katika kutekeleza majukumu yao katika Uchaguzi wa Serikali za Mitaa uliofanyika nchi nzima Jumapili iliyopita. Akizingumza na waandishi wa habari leo jijini Dar es Salaam, waziri Ghasia amesema uamuzi huo umefanyika baada ya Rais kwa mujibu wa sheria kuridhia adhabu hizo zitolewe. Alisema wakurugenzi waliosimamishwa kazi ni watano ili kupisha uchunguzi zaidi wa kiwango cha ushiriki wao katika... bofya hapa taarifa inaendelea.....
